Today, for sustainable buildings, Austria and Italy have advanced knowledge concerning e-Learning. France has an e-learning platform, but it is currently not applied in this regard. Greece and Romania do not have the training or Internet platform on this issue. The project presented here helps fill these gaps and create a sustainable bridge between academic and vocational training. Upon completion, the five countries will have a common multilingual platform dedicated to sustainable construction and open to the arrival of new partners and the inclusion of new languages.
Summary
Since the Kyoto Protocol, signed in 1997, many national initiatives have emerged .The reaction of professionals was all the more disparate as their professional training followed more or less adroitly with the times. Knowledge exists, as rich as fragmented and underutilized. Learner demand is very strong in the field of sustainable development applied to buildings and construction projects. All the ingredients for the initiative begun in Kyoto is transformed into reality. The European commitment is unwavering. Yet, while many courses exist, there is a great vacuum to fill. Therefore it is necessary to harmonize and update knowledge continuously using the best academic experts, and create a two-way bridge between academic research and training.
Eight partners from five countries represent the consortium of this project, two universities of architecture and engineering, a consulting engineers office, a training organization, and three small architecture offices, all involved in training or construction of buildings and sustainable construction.
The project is based on two types of transfer:
- A multilingual e-learning platform with an educational tool for content creation, course creation and management of learners.
- The best studies of both universities and research project partners and supplemented by the contributions of all partners.
The expected outcome is twofold:
- Integration of high-level content in the body of the multilingual e-learning platform
- Establishment of a European network of users and open to non European.
- The expected impact concerns the implementation after a long two-way bridge between academic and vocational training. At the same time, continuing education will be reduced over a snapshot of a few days, but becomes a daily working tool by which the learner becomes an actor in training and developing new relationships with trainers.
Initially oriented towards the training of architects, the project will be extended to take account of other public and local authorities, developers, planners and other professionals.
Description
Since the signing of the Kyoto Protocol in 1997, Europe is pursuing an ambitious policy for sustainable development. Most recently, the European Commission stated:
Among the five targets of the EU in 2020, we find the target 3 - Climate Change / Energy, which states:
- 20% reduction in greenhouse gas emissions compared to 1990,
- 20% renewable energy,
- 20% improvement in energy efficiency.
Each country of the European Union has made special arrangements to achieve this goal. For example:
- In France, the BBC (low energy consumption: <50kWh / m² / year) applicable from 2012, followed by BEPOS (positive energy construction) from 2020. The label HQE (High Environmental Quality).
- In Greece, the General Framework for Physical Planning and Sustainable Development (GFPPSD).
- In Austria, the label "Passive House" (<15 kWh / m² / year) and "Materialökologie und Produktprüfung".
- In Italy, the Protocollo ITACA 2009.
- In Romania, the Romania Green Building Council.
The building is one of the main energy consumers (40% of total primary energy consumption). Architects are at the forefront. However, their training and that of construction professionals has a significant delay compared to the rapidly changing European and national targets. This is an important subject, but scattered and unorganized.
The project involves the construction and maintenance of new and existing buildings. Although it represents a major point in the process, sustainable development is not limited to energy conservation. The management of construction waste and use, the use of recyclable materials, management of air quality and water - it is necessary to take into account all these dimensions together.
Setting up an interactive multilingual Internet training platform (German, English, French, Greek, Italian and Romanian) is dedicated to "sustainable construction" for the training of architects and construction professionals. The multilingual platform will be the result of the transfer of the existing e-learning platform of ARVHA and the tools it contains - course creation, management of tutors and learners and thematic forums. The platform will host the best knowledge of two universities, that of Rome and Vienna. Product information
The E-Learning platform www.sustainable-building.pro was set up by ARVHA, the project coordinator. Since 2003, this web tool has been used to support traditional face training for architects. Enriched with new features, including multilingualism, it now has a database content management system, a tool for course creation and management tools for learners.
The aim is to transfer the best Austrian and Italian knowledge of the trainers to the professionals of the five partners countries and to have a common training tool, continuously enriched by inputs from five countries and open to the arrival of new partners.
The expertise of Austrian construction of low-energy-consumption "Passive House" has a worldwide reputation. The addition of the expertise of the Technical University of Vienna and the University of Rome in the field of sustainable development applied to the building, will put the knowledge to a level of very high quality.
The aim is to do a transfer into the field of architecture, taking into account sustainability and low energy buildings. All partners are experts in architecture and almost all of them are also specialists in the thematic of the environment in construction. The main transfer is expected of France (Internet platform) and jointly, Austria and Italy. The best knowledge of the two universities (database, research results and educational content) will be provided for the continuing education of practicing professionals of the five partner countries of the project: Austria, France, Greece, Italy and Romania. The arrival of new partners and new languages is anticipated, to extend the transfer to all countries of the European Union as well as to candidate countries. The initial partners' networks will be activated in this direction.
